The 75th Anniversary of the Establishment of China-Russia Diplomatic Relations and the Future Development of Bilateral Relations Under the New Context — China-Russia Young Scholars Forum Held at Jilin University

At the opening ceremony, Han Xiping, speaking on behalf of Jilin University as well as Jiang Zhiying, Secretary of the University Party Committee, and Academician Zhang Xi, President of the University, extended congratulations on the convening of the forum and expressed sincere gratitude to experts, scholars and friendly figures from China and Russia who offered strong support for the event. He pointed out that research on Russian affairs and China-Russia relations constitutes a key field of area and country studies at the university. Over the years, the university has yielded a host of outstanding research achievements and carried out in-depth cooperation with numerous Russian universities and research institutions. Taking the 75th anniversary of the establishment of China-Russia diplomatic relations and the China-Russia Year of Culture as opportunities, the university stands ready to further deepen partnerships with Russian counterparts, advance high-quality development in joint research, co-hosted conferences and student exchanges, and contribute to people-to-people and cultural exchanges as well as the growth of bilateral ties between China and Russia. He noted that youth exchanges bear on the future of China-Russia relations, and hoped all participants could engage in in-depth exchanges of ideas, build consensus, and contribute wisdom and strength to the development of China-Russia relations and the building of a community with a shared future for mankind.

In his opening address, Kirill Babaev stated that the convergence of interests between Russia and China has expanded continuously in recent years. Bilateral relations have taken on new connotations and new tasks, with cooperation already underway in investment and infrastructure sectors, including the alignment of China’s Belt and Road Initiative with the Eurasian Economic Union. He stressed that the two countries need to reach consensus on major international issues, such as shaping a new world order, advancing multilateral international relations, opposing hegemonic acts in the international community, and optimizing North-South economic ties amid a volatile global landscape full of uncertainties. He said the forum would give due attention to pressing contemporary issues, and its outcomes would inspire all participants, enrich scholars’ academic frameworks, research methodologies and factual foundations, offer new perspectives, and benefit academic circles in both Russia and China. He expressed the hope that the forum’s outputs would bolster creative cooperation between Chinese and Russian scholars.

The holding of this forum has received high attention and full recognition from relevant Russian authorities. At the opening ceremony, Sergey Chernenko read out a congratulatory letter from Andrey Rudenko, Deputy Minister of Foreign Affairs of the Russian Federation.

Part 02 Keynote Speeche

In the keynote session, Professor Yu Hongjun delivered a speech titled Leveraging the Strengths of Strategic Coordination to Jointly Advance Global Governance. He elaborated on the historical logic behind the transition from Sino-Soviet relations to China-Russia relations, the great significance of China-Russia strategic coordination, the contemporary value of bilateral relations advancing with the times, and issues concerning the joint participation of the two countries in global governance.

Professor Kirill Babaev presented a speech titled Impacts of Anti-Russia Sanctions on Economic Cooperation in the Asia-Pacific Region, conducting an in-depth analysis of how sanctions affect Russia and Asia-Pacific economic cooperation under the new international landscape.

Professor Wu Hao, Dean of the School of Northeast Asian Studies and the Northeast Asian Studies College of Jilin University, delivered a speech titled Severe Security Situation in Northeast Asia and Major Issues for China-Russia Cooperation to Safeguard Regional Peace. Based on the severe and complex regional situation and development prospects of Northeast Asia, he argued that maintaining peace and stability in Northeast Asia serves the shared and long-term interests of China and Russia, and put forward four core issues for China-Russia cooperation to uphold regional peace.

Professor Sergey Uyanayev gave a speech titled Core Features of Russia-China Relations Amid Turbulent International Situations. He focused on analyzing the major characteristics, achievements and future development paths of Russia-China relations amid profound shifts in the global landscape, and summarized the new context facing bilateral ties.

Professor Ba Dianjun delivered a speech titled New Geopolitical Changes in Northeast Asia Amid Profound Changes Unseen in a Century, offering forward-looking analysis for participants to grasp emerging geopolitical shifts in Northeast Asia.

Academician Vladimir Petrovsky, Lead Researcher at the Institute of China and Contemporary Asia of the Russian Academy of Sciences and Member of the Russian Academy of Military Sciences, presented a speech titled Evolution and Prospects of the Russia-China Strategic Cooperative Partnership. He elaborated on the historical development of the China-Russia comprehensive strategic cooperative partnership and answered questions on how to view this partnership in the new era.

Qu Hongmei, Dean of the Institute of Social Sciences, presided over the forum. The event also invited distinguished experts and young scholars from prestigious domestic and foreign research institutions and universities, including the Russian Academy of Sciences, Lomonosov Moscow State University, National Research University Higher School of Economics, Moscow State Institute of International Relations, the Chinese Academy of Social Sciences, Peking University, Fudan University and Lanzhou University. Leading officials and faculty-student representatives from Jilin University’s internal units including the Northeast Asian Studies College, School of Foreign Languages, Institute of Social Sciences and International Cooperation and Exchange Office attended the forum.
